Event Details

In today’s evolving conflict environments, engaging with non-state armed groups and de facto authorities is critical for ensuring the protection of civilians and the delivery of humanitarian assistance. However, these interactions are fraught with challenges, including navigating power dynamics, securing access, and upholding the principles of International Humanitarian Law (IHL).

This webinar features Mr. Mohamed Hassan, a leading expert from Geneva Call, who will share his extensive experience engaging with these groups in various conflict settings. Drawing on real-world examples, our speaker will explore how to effectively balance the imperative of upholding IHL principles with the complex realities of the field.

Key Topics:

• Strategies for initiating and maintaining dialogue with non state armed actors and de facto authorities.
• Adapting IHL to local customs and cultural norms: Navigating dilemmas and leveraging cultural understanding to enhance engagement.
• Practical insights and lessons learned from field experience.

The following thematic speaker series has been conceptualised as a natural development to the CCHN’s Protection Negotiations Thematic Group, whilst also being reflective of the gap faced by various humanitarian professionals between normative (legal) standards – linked to international humanitarian law (IHL) – and operational field realities, a dynamic which oftentimes has forced practitioners to be highly pragmatic in their humanitarian engagements. Furthermore, such an initiative seems ever-more relevant in light of the fact that 2024 marks the 75th anniversary of the Geneva Conventions, which form the core of IHL itself.
