Recognizing the need to advance high-level negotiation and conflict resolution strategies in the humanitarian sector, HHI has developed the Executive Negotiation Project (ENP) – Advanced Strategies for Humanitarian Leaders, with the goal of supporting humanitarian practitioners in responding strategically to access and protection challenges. With support from USAID, ENP undertakes a series of workshops and thematic reflection on issues of humanitarian negotiation that have been identified through research and local engagement. The Project draws from the robust theories developed for executive leaders by academics and experts from Harvard University, including leaders from the Harvard Program on Negotiation (PON) at Harvard Law School. ENP also leverages the experience and lessons learned from HHI’s Advanced Training Program on Humanitarian Action (ATHA) program, with years of experiences in humanitarian negotiation and in-depth context analyses to assist senior frontline humanitarian professionals. The Project provides resources to enable practitioners to engage stakeholders responsibly, and make operational and policy decisions that are evidence-based and responsive to the context of humanitarian action, including synergies between negotiation, mediation, diplomacy, use of legal frameworks, and the challenges of operationalizing the humanitarian principles. Through both its training and policy analysis projects, and in close contact with local researchers and national actors, HHI promotes locally-driven approaches to decision-making in humanitarian assistance.
