Throughout the years, international humanitarian law (IHL) has been stipulated or codified in international instruments, themselves the product of lengthy and strenuous multilateral negotiations. The session will explore the role of negotiations as a means of building trust among participating States (and other stakeholders), through the spectrum of IHL development. Speakers will discuss the changing dynamics from the early stages of IHL, namely the birth of the four Geneva Conventions, to the most recent humanitarian disarmament treaties, from an academic and practitioner’s perspective.
