This webinar is part of the When Flags Change speaker series, which examines how shifts in political order impact humanitarian negotiations. Each session explores different challenges, from managing new authorities and restrictions to rebuilding relationships and maintaining trust in negotiations.

This session focuses specifically on the role of trust in humanitarian negotiations—how it is built, sustained, or challenged in times of crisis and political upheaval.

The discussion will be led by Dr. Peter Maurer, President of the Board at the Basel Institute on Governance and former President of the International Committee of the Red Cross (ICRC), who brings decades of diplomatic and humanitarian leadership experience.

The discussion will cover:

  • The importance of trust in humanitarian negotiations.

  • How trust influences negotiation outcomes and relationships.

  • Whether negotiations can take place in the absence of trust.

  • Strategies for building trust during crisis situations and periods of instability.

This webinar aims to explore the foundations of trust as a core component of principled humanitarian engagement and examine how trust can be established—or re-established—during times of crisis and transition.

Featured Speaker:

Dr. Peter Maurer

Dr. Peter Maurer is a Swiss diplomat, a global humanitarian leader, and the Chair of the CCHN Governing Board. He is currently serving as President of the Board of the Basel Institute on Governance. From 2012 to 2022, he served as President of the ICRC, where he led major efforts to strengthen humanitarian diplomacy, improve innovation in response, and advocate for the respect of international humanitarian law.

Previously, he held senior positions in the Swiss diplomatic service, including Secretary of State for Foreign Affairs and Ambassador to the United Nations in New York. He holds a PhD in History and International Law from the University of Bern and has been honored by multiple governments for his diplomatic and humanitarian service. He also serves on advisory boards for several international organizations.

In this session, Peter will reflect on how trust is built in high-stakes environments, how it influences negotiations, and what it means to engage as a humanitarian actor in moments of profound crisis and change, drawing on his decades of experience in international diplomacy and humanitarian leadership.
