How do humanitarian actors navigate complex negotiations during Search and Rescue (SAR) operations at sea?

What strategies help balance humanitarian imperatives with legal and operational constraints? How can humanitarian professionals engage effectively with both state authorities and distressed migrant and refugee populations? What can we learn from the field about the unique challenges of SAR negotiations?

This session will bring together humanitarian professionals with direct SAR experience to share key insights, field stories, and practical lessons. Drawing on operational experiences in the Mediterranean, the session will explore the negotiation dilemmas that arise during SAR operations, both with national authorities such as coast guards and with the people rescued at sea.

This session will highlight the role of communication, protection, and emotional resilience in high-stakes SAR negotiations, offering an opportunity for peer exchange and reflection.
